Application Methods<\/h2>\n<p data-start=\"287\" data-end=\"413\">The avenues available to consumers for exercising their statutory rights are established through both administrative and judicial processes.<\/p>\n<hr data-start=\"415\" data-end=\"418\">\n<h2 data-section-id=\"16nfxjp\" data-start=\"420\" data-end=\"450\">2. Consumer Arbitration Boards<\/h2>\n<p data-start=\"452\" data-end=\"658\">Consumer arbitration boards are bodies established under the Consumer Protection Law No. 6502 to resolve disputes arising from consumer transactions and practices directed at consumers.<\/p>\n<p data-start=\"660\" data-end=\"893\">The Consumer Arbitration Boards, which are chaired by the President and headed in provinces by the provincial director of commerce and in districts by the district governor or an official appointed by them, consist of representatives from municipalities, bar associations, merchant\/tradesman organizations, and consumer organizations.<\/p>\n<p data-start=\"895\" data-end=\"1005\">The jurisdiction of consumer arbitration boards is determined by the monetary threshold for claims, which is set annually.<\/p>\n<h3 data-section-id=\"oj3lzu\" data-start=\"1007\" data-end=\"1036\">Accordingly, for the year 2025;<\/h3>\n<ul data-start=\"1038\" data-end=\"1269\">\n<li data-section-id=\"9bgv8e\" data-start=\"1038\" data-end=\"1152\">For disputes involving amounts under 149,000 TL, it is mandatory to file a claim with the district or provincial Consumer Arbitration Boards.<\/li>\n<li data-section-id=\"1ezthqp\" data-start=\"1154\" data-end=\"1269\">Applications cannot be filed with consumer arbitration boards to resolve disputes involving amounts of 149,000 TL or more.<\/li>\n<\/ul>\n<blockquote data-start=\"1271\" data-end=\"1552\">\n<p data-start=\"1273\" data-end=\"1552\">\u201cTo resolve such disputes, parties must first undergo mandatory mediation, which serves as a prerequisite for litigation; if the dispute cannot be resolved through mediation, they must then file a claim with the Consumer Courts, or with the Civil Courts of First Instance in areas where Consumer Courts are not available.\u201d<\/p>\n<\/blockquote>\n<hr data-start=\"1554\" data-end=\"1557\">\n<h2 data-section-id=\"1s5v2uf\" data-start=\"1559\" data-end=\"1599\">3. Filing a Complaint with Consumer Arbitration Boards<\/h2>\n<p data-start=\"1601\" data-end=\"1652\">Oral applications cannot be made to Consumer Arbitration Boards.<\/p>\n<p data-start=\"1654\" data-end=\"1875\">Applications to the Consumer Arbitration Boards may be submitted in person or through an attorney; in person, by mail, or electronically via the e-Government portal using the Consumer Information System (T\u00dcB\u0130S) <a class=\"decorated-link\" href=\"https:\/\/tuketicisikayeti.ticaret.gov.tr\" target=\"_new\" rel=\"noopener\" data-start=\"1783\" data-end=\"1822\">(https:\/\/tuketicisikayeti.ticaret.gov.tr).<\/a><\/p>\n<p data-start=\"1877\" data-end=\"2022\">Applications are filed by submitting a petition outlining the subject of the dispute, along with any relevant supporting documents, to the Consumer Arbitration Board.<\/p>\n<p data-start=\"2024\" data-end=\"2162\">Applications to Consumer Arbitration Boards may be submitted using the application form available on the Ministry of Trade\u2019s website.<\/p>\n<p data-start=\"2164\" data-end=\"2235\">Applications submitted electronically must be made through T\u00dcB\u0130S.<\/p>\n<blockquote data-start=\"2237\" data-end=\"2392\">\n<p data-start=\"2239\" data-end=\"2392\">\u201cIt is important to ensure that the dispute application form is completed in full and that the required documents are uploaded to the system.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"2394\" data-end=\"2556\">In areas where there are no Consumer Arbitration Boards, applications are submitted through the district governor\u2019s offices, where liaison staff receive the applications and enter them into the T\u00dcB\u0130S system.<\/p>\n<hr data-start=\"2558\" data-end=\"2561\">\n<h2 data-section-id=\"wx7aeu\" data-start=\"2563\" data-end=\"2603\">4. Decisions of Consumer Arbitration Boards<\/h2>\n<p data-start=\"2605\" data-end=\"2700\">Applications filed with Consumer Arbitration Boards are reviewed and decided within 6 to 9 months.<\/p>\n<p data-start=\"2702\" data-end=\"2773\">The decisions of Consumer Arbitration Boards are binding on the parties.<\/p>\n<p data-start=\"2775\" data-end=\"2918\">If the decision is not complied with, an application may be made to the relevant enforcement office to initiate the necessary proceedings for the enforcement of the decision in accordance with enforcement regulations.<\/p>\n<p data-start=\"2920\" data-end=\"3025\">An appeal against the decision of the Consumer Arbitration Board may be filed within 15 days of the decision being served.<\/p>\n<blockquote data-start=\"3027\" data-end=\"3210\">\n<p data-start=\"3029\" data-end=\"3210\">\u201cDuring the objection phase, consumers are exempt from the fees set forth in the Fees Act No. 492; however, an advance on costs must be paid in accordance with the Code of Civil Procedure No. 6100.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"3212\" data-end=\"3321\">The decision issued by the Consumer Court in response to an appeal against a decision of the Consumer Arbitration Board is final.<\/p>\n<hr data-start=\"3323\" data-end=\"3326\">\n<h2 data-section-id=\"nythss\" data-start=\"3328\" data-end=\"3352\">5.
